In his interview, Lord Hendy states: "Lord Hendy says he is only in favour of investment in rail outside London IF that does not affect funding for London" (i.e. very big hint is he is very London-centric)

So much for the Government's commitment to rebalance funding for Transport in the North to overcome the bias in the past to give more funding to the South East.
