Rail Improvements in East Lancashire

It is laudable that Blackburn with Darwen Unitary Authority is proposing rail improvements in East Lancashire in their submission to the Consultation on the Draft Lancashire Local Transport Plan, as outlined in the Lancashire Telegraph Article on 3rd December 2025.

These improvements will improve access to and increase patronage of rail services, which will be further enhanced when the Skipton East Lancashire Rail Action Partnership Scheme to reopen the railway between Colne and Skipton is approved and implemented.

The SELRAP Scheme, supported by Councils along the route, complements the main focus of the Local Transport Plan on “improving public transport, strengthening east-west travel connections, building infrastructure to support business growth, and enhancing rural accessibility”.
